Dr. Khamis Bin Saud Al-Tobi is currently the Director General of Administrative Development and the acting Director General of the Institute of Capability Development of the Diwan of Royal Court.
Dr. Khamis has worked in the education stream since 1984, starting his career as an English Teacher at Ministry of Education in Oman. In 1991 he was appointed as the Director of the Institute of Islamic Sciences in Khasab. Dr. Khamis was then appointed roles within His Excellency the Minister of the Diwan of Royal Court’s office, first as an Education Specialist in 2005 and then as an Expert in Human Resources in 2007.
Dr. Khamis was the head of various committees throughout his career including the Committee for Voting and Elections for the Board of Shura, the Committee for Workforce Studies at the Diwan of Royal Court, and the Committee for Restructuring of Public Education. He was also part of high impact boards and committees such as the Committee for Employee Affairs for the Diwan of Royal Court and the Committee of Educational Reform.
Dr. Khamis holds a Higher Diploma in Education from the University of Edinburgh received in 1986, as well as a Bachelor's in Education from the University of Bristol in 1988. He obtained a Master’s in Business Administration in 2002 as well as a Doctorate in Human Resource Management in 2006 from the University of Leicester. He has been part of various scientific and social collaborations and has undertaken research and studies in the fields of both education and human resources.
